They currently can't.
Origin only verifies the integrity of your files and does not report your 'differences' back to EA.
Moreover, server owners can probably have PB verify the hash of the PAR file, but since it sometimes varies from version to version, it would be an extremely inefficient way to handle it.
Finally, detecting that Outcome is used instead of Origin is theoretically possible, but a bit hard, since Outcome uses the exact same authentication/data retrieval process Origin does.
