can anybody tell what the -heartbeatinterval parameter to the server executable means?

I guess the interval in seconds where your server will upload all things (players, max. players, map and on) to the masterserver

you meant milliseconds right? I think the info master server requires about a server including number of current players, number of slots, the current map and game mode, name of the server and ... etc are sent by server after each interval
