BOBO, I keep telling you. You are using the wrong IP. Either that or your ports/firewall are causing an issue which I can't help you with. Try it at a friend's place or make sure you follow absolutely everything step by step, from downloading and setting up the server tool to copying the correct ip from the CMD - IPConfig command and that your server is running when you try to connect to it with the PRoCon or BC2CC. If you need any more help than that, I'd love to have some more info on all the steps you do from start to finish so I can spot where the error is (including the IP you use to connect to your server)
