I don't have any server up right now (last time it was "the last" highxp server ^^) and I probably wont be hosting one anymore, but I also don't know if there are any servers which have it enabled.
There used to be a signature here.

The most annoying upgrade ever. Instant kill with mortar and one shot kill heli with the sniper. Get too many lame campers and no one goes for flags!
