[Suggestion] EOR and Spectator chat

As of now there's no way to chat while spectating or during the end of the round screen. Would be neat if it would be possible.

I would love to see that. Also a lot of people recently requested that. And as a spectator you should be able to either send a message to all players or just to other spectators.
