Can anyone tell me why server is mostly turned off? when update came out it need something new to download?

WHEN the servers is down is down and when it's up you will now just check the forum from time to time

how long it will be, cuz very often servers are off im not saying is bad or im not thanful for all this, but im curious to know is there much left?
