Any chance on ban when using Outcome in BF3 / BF4 ?

Why is there a need for a bump? Noone has been banned so far, and chances are that EA will keep it that way (If they can even distinguish between people using Origin and people using Outcome).

This isn't entirely related, but a friend of mine was using a patched bf3.par (Origami workaround) and he got a call from EA awhile ago.

However, what he was doing was perfectly valid since he had a legitimate BF3 licence on his PC; I'd assume the same thought applies to using Outcome since it also acts as a workaround from using Origami and patches .par files in the same respect. As long as legitimately own the game (i.e.: you own a valid license file to that game) then you should be fine. But don't ever quote me on that.

I think he just told them he owns a valid license and that was that. No bans or anything of that sort.

EA can't detect whether your PAR file is patched or not, and I doubt they'd get into the trouble of doing so.
PAR patching and Outcome are completely safe right now.

Yes. They can, however it seems that no your wont get into trouble.

No, not really, they can't. There are only two ways they could, release an update on all their games patching Origami, or check for Outcome on start. WHICH I HIGHLY DOUBT WILL HAPPEN. So as the big boss NoFaTe said, you're all save for now.
