DELAY TO SPAWN and MAP ROTATION

Hi everyone,I want to know what command I must write in the notepad of serveroption to set the delay for spawn to zero and delay for vehicles to respawn to zero?
Furthermore my maplist are not rotating,when I play after each match there is the same map

Use ProCon. It's much more easier to alter those parameters.

Download ProCon. The main part should be self-explanatory
