Alright, try running the launcher (vu.exe) as an administrator, or goto where you have Battlefield 3 installed (ex. C:\Program Files (x86)\Origin Games) right click->Properties, Then Security, then set Users (Or Everyone, a bit less secure) to have modify permissions over the Battlefield 3 directory. And make sure it applies recursively to all files and folders.

vu.dll gets automatically downloaded by VU launcher (vu.exe).
Not having that file means that something is deleting the file upon downloading (usually an anti-virus).
