Mod Tools??

Hi
Just been trying Rome and the Emulator - which are great. I was going to try to play about with modding some maps as per the tutorial on the forum - problem is that I downloaded th Mod Tools V2 zip file but it comes up as corrupt when I try to access / extract it (Windows and 7zip). I've searched for it in Google without success (shows on some Russian sites but nothing when I try to pull it down).
Anyone know where I can get hold of a workable version or an alternative editor.
