So, I tried to make a UAV spectator, but it doesn't work, what am I doing wrong?

You may have not archived/repacked the file.
Also note that if UAV.dbx exsits in the map level file and also in the common file the map file has higher priority.
If you have trouble send me a pm and i will send you the edited uav file...
