You don't ever need to (and aren't allowed to, by the way) edit the dinput8.dll file.

How about you use the windows search and look for *startup-00* in your server folder?
Also, the topic linked there is about the extension system that was used in earlier versions of Rome to modify some things. It was disabled though, so the topic is obsolete.
