Yeh, but that doesn't mean that you need a mpa editor in order to import/export maps :>

Import/Export? No. Optimize and update? Yes. Even Source games have issues between SDKs (such as Source and Global Offensive. You can't import maps and textures as easily as you'd have thought)

How can you 'create' a map without a mapeditor? Right, not possible. But when you have the 'tools' for exporting/importing maps from BF3 to BC2, then you don't need a map editor
