Yes, there is a way to determine the size, by matching landmarks with their coordinates in the files. e.g. the lonely stationay MG in Atacama is at x1000y1000 "the edge of the map".
No idea why it is inverted we should ask CICE.

You probably don't have phyton 2.7 install phyton 2.7 only, and if this doesn't fix the problem, download ScintillaNET v2.5.2 and paste/reeplace in the mod tools folder. But it is most likely that you don't have phyton 2.7, you may installed phyton 3, and this program doesn't work with anything but phyton 2.7.
