Some questions about server admin

hello guys,
1- how can kick player and change map .. in console i can't type anything ??
2- how can change map setting ( number time to win - number of death to lose ) ??
3- add more vehicles ??
4- There is a server when you join you find all the buildings destroy >>> how can I do it
( please give me files ) ....
