They currently can't.
Origami only verifies the integrity of your files and does not report your 'differences' back to EA.
Moreover, server owners can probably have PB verify the hash of the PAR file, but since it sometimes varies from version to version, it would be an extremely inefficient way to handle it.
Finally, detecting that Outcome is used instead of Origami is theoretically possible, but a bit hard, since Outcome uses the exact same authentication/data retrieval process Origami does.
my problem is that my server list is not loading could really help me im soo desperate as i wish to play this game again.....

What are you talking about? What does Outcome or patching pars have to do with your servers not showing up in Battlelog?

From what i can tell nothing.
In my view he should proceed and contact EA support or view/seek help at the
official help forums.

I doubt he's even asking about BF3/4 or Outcome.. he just saw several moderators in this thread and thought "Hey, I could ask something random off-topic here". I mean... since when does Battlelog have to do anything with whether your Origin or Outcome is on... Battlelog is Battlelog and in fact launches Origin if you join a server without it being on.
