In the forum:
Navigate to the profile of the user you want to add and select "Add friend".
Ingame:
Not possible yet, might be implemented in a later revision.

Not sure if Deja vu or another user who first asks before he searches for it himself

Top right corner.
"Search". You can look for the author of a post made by him.
