Means that the server is full. Try choosing a server with <25 people.

If that doesn't help, try the following:

Have you also forwarded your ports? Checked your AV? Checked your firewall?

i have modem so i cant open ports.. what is AV? and firewall is set.

yes i do have modem my modem is D-LINK DWA-140 and AV is set but i cant enter the site http://www.ba ttlefield emulator .com (take the profits from the link) i have to disable the AV and then how to fix that?

Depends on what AV you have. Don't disable it, add an exception for BBC2.

ok now i can enter the site but i need password for this http://192.168.1.1 the password is defult like: ADMIN123 or somthing like that do you know what is the defult password?

Like RobbingHood said, you have to add an exception for Rome and the IPs it is connecting to.
Check your error messages and add the necessary exceptions.

Also add exceptions for the game executable in your firewall.
