"Scoring disabled due too few players"

Can someone help me configure it, which file do I configure this message?
Afaik you can't disable/configure this message, as it is a built-in Stats-Padding protection.
e.g.: you go on an empty server with 3 ppl, person 1 also always knifing person 2 and person 3 revives person 2->unlimited points.
To prevent this, you don't get points when there aren't enough players.
