High ping

I'm getting ping between 200-999 on every server even on maps with 5 players while other apps don't jump beyond 200ms

BBC2 doesn't show the correct pings.

Then it might be due to your firewall/antivirus or some ports being not forwarded properly.

Your provider could also cause the problem.

Try to play on servers which is near of you, per exemple if you are from USA, Try to play on North americans servers. Or just find the servers which u get the lower ping @ the server list.

well i have the biggest problem with ping,some times i play with 500 ping and the game is not lagging the thing is that when you'r upload is a bit low you'r ping is high (over a rainbow so high :D ) so it's not about you'r download speed,if you have a high ping then you'r connection is too bad

I think if any of those elements besides the provider you told there would cause trouble in terms of ping, the problem would be that element blocking packets and causing the ping to be shown as 999 and not any lower value, but OP has stated he also gets some pings lower than 999 so issue most likely must have something to do with its internet connection like the provider element you mentioned
UPDATE: please also pay attention that if a server blocks requests of echo type in ICMP protocol, you can't get a ping response from it so you'll see the ping as 999
