My PC specs & Bed Companion 2?

So, I'm finally pleased with servers being online. Now I've got different problem, my PC. Please, tell me if it's capable of running this game because I really don't get why it lags when I've set all graphics to low and changed resolution to ridiculous one.

My PC's specs:
Operating System: Windows 7 Ultimate 64-bit
Processor: AMD Athlon(tm) II X3 450 Processor (3 CPUs), ~3.2GHz
Memory: 4GB RAM
Card name: ATI Radeon HD 4600 Series

Lags when settings are on "Medium", 1920x1080.
Getting lag spikes when on "Low", 1360x1024.

Can't find the problem here.
Configured the "settings.ini" file: Dx version is set to 9, Bloom is off.

1) BFBC2 perfomance strong depend on the cores count - 2 core is bad, 4 - perfect. Your 3 cores is somewhere in middle. Proof:
2) Unfortunately - Radeon 4600 is low-end videocard with 128bit memory interface cant run bfbc2 smoothly.

I advice change GPU first, cuz have expierence with Phenom ii x3 3.2Ghz and game run fine. Some proof:
