when the last time i played emulator was around 2012 , and that year all of the weapons,gears were unlocked.So what happens now ? i need to start from bottom to unlock all those gears ,weapons back ?

Back then Ranked servers weren't introduced yet. However, NoFaTe figured how to have progressive stats so now you have to earn your gear, much like how you have to on EA's servers.

Also the stats got reseted multiple times

Some servers have all weapons unlocked (it's server specific setting), on others you have to unlock them yourself
