But as far as EA's servers it is full of nothing

I don't see the full potential of Rome though. All you can do at this point is make mods (which not a lot of people do or know how to do) and host your own server. Mods are rarely the reason people play Rome anyway so what we're left with is anticipation for something big to break through like emi-liano and baubau's recent projects.
