Does anyone have an idea?

Erm... The server being full doesn't really matter. Depends on the tickets, ticket ratio and pretty much that sums it up.

Not directly, but indirectly; full server -> players -> more kills in total -> limit is reached more quickly.
I'm not sure though if there is a round timeout.

I think you just have to finish all of the tickets/objectives to finish the game

30 minutes at max.

It really depends on the settings of the server, if you have a 2500 Ticket Atacama round with less than 32 players, it can take some time.
I don't really know what the longest round I've played is (BFBC2 sadly doesn't track this) but I think about 60-90 minutes were the maximum.

Well time is a factor in the number of ticket the more flag's you have the less point you lose and also for every respawn you use a ticket so it's really really hard to guess how land a game will go

Also note that the most players wont play for the objective...

+1, Many prefer to do kills instead, which is not bad, but sometimes not really helpful.
