What do you expect? Venice isn't a part of PREMIUM or any Battlefield 3 DLC

i am not sure what you want to tell us...
Venice will come when NoFate thinks it's ready, not earlier and not later.
you don't need premium, you only need the game, with all updates.
The DLCs are DLCs, if you have them, you can play them, if not, you can't play them
