I thought it was going to be when the site would already be on the battlefield 3 emulator online on nexus.

Uhhm... So what you want to say is: You expect Venice to be public by now? Well, it obviously isn't.
NoFaTe made some really big changes to Rome, see here:

Since the closed beta state haven't happen yet there won't be any public release yet.
NoFaTe focused on the Rome server and accomplished great results.
It was both necessary and predictable.
