Modtools that we hopfully get, can do alot to be honest. Remove - move flags, add more vehicles, remove and tweak features, it all depends on the modders imagination and knowlegde.
As for 2 seatjets, this should be possible. It requiers ofc work, but it could be done by combinding vehicles (jet + chopper = 2 seater jet).

Venice is a emulator, we are talking about modtools here. A mod is built by modtools..
Everthing is possible, but we most likely just get small changes, since it will require to much work from the community.
"New maps" is possible by moving and editing existing maps (Allready done in BC2).
