Well then i would try the following approach:

Install all the latest C++ Redistributables + NET. Framework 3, 4 and whatnot.
Strange when you install the game properly NET. Framework should be installed correctly.

I had C++ updated to 2014 version recently. And I have been there and done all of those. I am not dumb like many people who don't try by themselves before asking. XD
