Hi i played "Rome" along time ago maybe a year or 2 and now when i have gotten a 3G internet connection and i downloaded the game again i have noticed that it lags alot, i have tried lowering the settings as low as possible but still, if there is any help i will leave my pc specs:
CPU AMD Athlon(tm) 64 X2 Dual Core Processor 3800+ (2.0 Ghz)
GPU ATI Radeon HD 5450 1GB
3gb ram
and my internet conenction is (utorrent speed) about 500kb/s

Lag comes from bad internet connection and also your pc sucks.

you asked a question and he gave you an answer, there was no need for disrespect. If you require assistance I recommend a better attitude.

Furthermore utorrent speed is not representative of your internet speed I recommend you use this site to find it.

Also, what Rodney was getting at is that your PC specs affects your network latency for this game in particular. I used to try to run this game on a potato and my ping was through the roof. After upgrading to something better (on same internet connection), my ping was much more lower and stabler than before.

Aslo, you have a 3G Internet connection, that should answer your initial question by itself, 3G Internet sucks ping wise.

Wireless mobile internet = death for fun

Speaking of own own experience.. played myself several years with 3G and LTE. It sucks.
