i just created my new server just for fun.
i am playing with my friends.
we need to enable xp during few players.we are not farming nothing.
also tell me please how to change map step by step.

how to add mods on server?

how to use server commands?
how to use console??
how to change delay between player and vehicle spawning??

HighXP is not possible and you always need 4 players. You can not ever change that.
Use ProCon to change map and spawn delay (There is a ProCon thread here, use the search function and don't ask where it is).
You can add mods by either modding server files with the ModTools V2 (there also is a thread here, don't ask where) or by replacing maps files with e.g. the ones from badbaubau.
You won't need the console.

i installed procon and its good thing .i also downloaded modtool but when i press icon it says "BC2MOD has stopped working"
