Why my server always showing in 999 ping for my friend?

Your router or firewall probably blocks ICMP packets.

Use google, I don't know what router you have.

I unblocked it from firewall but still its on 999 ping for my friend :

then it could be your router

Try without the router..plug the Ethernet cable directly into your computer's network card.
