I cant open the ~startserver.
the cmd opens only for 1 second.

Edit the ~StartServer.bat and write a "pause" in the last line so you can see the error.

As MAGIC said, make sure you have the .exe in the same folder as the .bat
Also, make sure the Visual C++ Runtimes (2005, 2008, 2010) are installed.
