does i must equip SA weapon to be able to use SPECACT uniform ?
how i equip SPECACT uniform without equip SA weapon ?for example i want use SPECACT uniform with F2000 not with m16SA

If you pick SA class, you will have SA uniform regardless of your weapon of choice.
