Connection to the server is lost HELP PLZ ?

When i try to connect a server it says: connection to the server is lost check your internet connection. I am sure it is empty IT IS NOT FULL ! and this happens on any server not 1 - 2, all of them ! help please.

Type this command into cmd netsh int tcp set global ecncapability = disabled
