What UI is using Venice ?

Hello everyone! It's very interesting for me, what UI library is using the emulator. I have looked at the files that the Venice emu has got, there is only a 'webui.exe' file that I assume is the in-game gui executable. Is the UI library created in house by the master NoFaTe or not ? Hello! ;)
I'm new in Rome :P , and i've got a question about the Rank system, I create a LAN-Server in my School and that's a problem because all players have the first rank. Is there any option to enable all weapons in my server? Or that isn't so easy?
