WARNING! WARNING! WARNING!
Editing the registry can make your Windows installation malfunction or even make it completely inoperable.
Please make a registry backup before tinkering with it.
(Note: This regedit has only been tested on my win7 install, so I have no idea if it works on xp or win8.)
This fix has been floating around on the inet for a long time but I was never able to get any results with it until I tried this combination of regedits.

//LOWER PING ENABLE:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters\Interfaces\{Your NIC-ID*}]
"TcpAckFrequency"=dword:00000001
"TcpDelAckTicks"=dword:00000000
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters]

//LOWER PING DISABLE:

Instructions:
1. Copy the text from LOWER PING ENABLE & LOWER PING DISABLE and save into separate .reg files.
2. Log into win7 in administrator mode and open regedit.exe
3. Locate the registry entry:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters\Interfaces\{Your NIC-ID*}]
*Note: Replace "Your NIC-ID" with your actual NIC-ID.
3. Export the registry entry under Interfaces and save on an external HDD as a safety backup.
4. Double click on the LOWER PING ENABLE.reg file and accept when windows asks for permission to merge.
5. Restart your PC and then start BC2 to see if it lowered your ping.
DISCLAIMER:
I take no responsibility for screwing up your win7 install so proceed at your own discretion.
P.S. If you haven't already, I highly recommend using a FOSS program called Clonezilla to make a system image on an external HDD for a total system backup. However be extra careful if you use it since it is text only and uses Linux naming conventions. If you aren't careful you can permanently wipe your win7 HDD, so don't come crying to me if you do.
