I'm wondering if we will have access to the Dev only Battlefield 3 weapons?

Also, all our online game progress will be saved on the internet?

As far as i know, the soldiers will be saved on NoFates masterserver ( Compare it to the Battlelog backend)

The Dev-Weapons should be unlockable, but nobody knows if NoFate gives the weapons to all players or only to staff-members or devs.

Even we (the staff) don't know everything in detail...

Many things are possible. It's just a matter of NoFaTes' intention to enable stuff or not.

And no I can't tell you what that random key is supposed to do except from that it will probably unlock some fancy things...
